Since the Palestinians are taking no action against terror and doing nothing to lessen their society's jihadist fervor, the only way to achieve "signs of progress" is by forcing Israel to make concessions to the Palestinians. And so that is exactly what Rice and her associates are doing.

    Absolutely, indeed; and as Livni nor Olmert - nor, if you were to press them, Rice and President George W. Bush himself - can provide a smidgen of evidence to suggest that a Palestinian state will not be a terror state, "the last thing that Israel can afford and the last thing the world needs is a conference to establish a Palestinian state."

     Peace must be built upon mutual recognition, and the only recognition that means anything is of Israel as a Jewish state. Rather than resisting this Israeli demand as an obstacle, Western governments, if they want to advance peace, should be unreservedly demanding the same.
